The author investigates the birth of modern diplomacy. Drawing on a wide-ranging body of textual materials dealing with the ambassador from the 13th to the 17th century, he analyses how that figure was developed within a complex constantly renewed field of interaction between law, ethics and politics, where theory and practice are intertwined in an unresolved dialectical interaction. The first part examines how the legal status of the ambassador was shaped during the late Middle Ages and how this process influenced early-modern scholarship on diplomacy. The second part investigates how the emergence of the modern State both reinvigorated and reshaped the scholarly approaches to the different themes linked to the figure of the ambassador. The third part proposes an account of how the professional status of the ambassador developed within the examined body of literature. Through the prism of these approaches, diplomacy appears as a foundational matrix of modern political rationality.

À l’article 4 du traité signé à Paris le 10 février 1763 entre la Grande-Bretagne et la France, on peut lire que « Sa Majesté Très Chrétienne cède et garantit à sadite Majesté britannique, en toute propriété, le Canada avec toutes ses dépendances ». Vingt ans plus tard, de nouvelles négociations franco-britanniques, commencées en avril 1782, se terminent le 3 septembre 1783 par la signature du second traité de Paris, dans lequel la Grande-Bretagne reconnaît l’indépendance des États-Unis d’Amérique. Ainsi, en l’espace de deux décennies, ces deux traités délimitent un tournant majeur dans l’histoire de l’Amérique du Nord. Ils marquent l’aboutissement de plusieurs siècles de rivalités coloniales entre Français et Anglais en Amérique du Nord et annoncent le point de départ d’un « monde atlantique nouveau » dont les États-Unis deviendront le centre. Ce livre entreprend de dresser un inventaire de tous les aspects de cette période de conflits et de négociations : la guerre au xviiie siècle et la marine française, la diplomatie et l’art de la paix, les ambitions impériales françaises hors d’Amérique du Nord, le devenir des populations confrontées à de nouvelles lois et règles de vie : Canadiens, Amérindiens, Anglo-américains.

Les vingt-huit études rassemblées ici s’intéressent aux multiples rôles joués par les consuls et l’institution consulaire auprès des marchands actifs dans l’espace méditerranéen du XVIIe au XXe siècle. Ce livre offre tout d’abord une présentation et une analyse des fonds et des sources disponibles pour mener à bien cette enquête historique, depuis les abondantes correspondances jusqu’aux manuels consulaires. Il met également à l’épreuve des pratiques et des usages les prérogatives juridictionnelles des consuls concernant le règlement des contentieux marchands et la certification des transactions et des contrats dans l’Empire ottoman comme en Europe occidentale. L’ouvrage propose ensuite d’observer la variété des contextes d’exercice des consuls et les stratégies commerciales différenciées de leurs autorités de tutelle, de la République de Gênes à la Suède, en passant par le Royaume-Uni, les États-Unis d’Amérique, la République des Sept-Îles ou le Royaume de France. Plusieurs études soulignent enfin les marges de manœuvre politiques, diplomatiques et économiques de consuls qui évoluent dans des relations de pouvoir et des réseaux d’affaires aux contours mouvants. En posant de la sorte la question de l'utilité commerciale des consuls, ces différents chapitres invitent à jeter un regard nouveau sur l’histoire de la fonction consulaire et sur les mécanismes de régulation politiques et institutionnels du commerce international aux époques moderne et contemporaine. Cet ouvrage a été publié avec le concours du GIS Histoire et Science de la Mer.

"In any multilateral setting, some state representatives weigh much more heavily than others. Practitioners often refer to this form of diplomatic hierarchy as the 'international pecking order'. This book is a study of international hierarchy in practice, as it emerges out of the multilateral diplomatic process. Building on the social theories of Erving Goffman and Pierre Bourdieu, it argues that diplomacy produces inequality. Delving into the politics and inner dynamics of NATO and the UN as case studies, Vincent Pouliot shows that pecking orders are eminently complex social forms: contingent yet durable; constraining but also full of agency; operating at different levels, depending on issues; and defined in significant part locally, in and through the practice of multilateral diplomacy"-- "Being a state diplomat-that is, speaking and acting as the recognized representative of a country-can be as exhilarating as humbling. Thanks to his unusual professional trajectory, Carne Ross experienced both sides of the coin, first as a British delegate to the United Nations (UN) and later as consultant for stateless peoples for the non-governmental organization (NGO) Independent Diplomat.
